Foundation Aid Funding Plans

Dear Frewsburg Central School District Families, Faculty, and Staff,

New York State has proposed a significant increase in Foundation Aid for most school districts.  Foundation Aid is a revenue source from the state that is included in our annual school budget.  With the increase in Foundation Aid, all school districts receiving a foundation aid increase of more than 10% or $10,000,000 per school year must post a plan of how the funds will be used to address student performance and needs, including but not limited to:

  • Increasing graduation rates and eliminating the achievement gap; 

  • Reducing class size; 

  • Providing support for students who are not meeting, or who are at risk of not meeting, state learning standards in core academic subject areas;

  • Addressing student social-emotional health; and 

  • Providing adequate resources to English language learners, students with disabilities, and students experiencing homelessness.

Additionally, districts are required to gather feedback from community members on the potential uses of Foundation Aid to target student performance and needs.  Please give us your feedback by doing one or both of the following:

1) Complete this one-question survey; or
2) Email your comments to Superintendent Shelly O’Boyle at soboyle@frewsburgcsd.org 

This is a 30-day comment period and will be open to stakeholders until Friday, April 28, 2023. 

The information gathered from this survey will help the district continue to develop a plan for the expenditure of these funds.  The results of this survey, along with the Foundation Aid Plan, will be posted on our website in July 2023.

As part of the annual budget development process, the Frewsburg Central School District works with teacher leaders, administrators, the Board of Education, and various stakeholder groups.  Information regarding Foundation Aid was also presented at the Board of Education Budget Workshop meetings on Thursday, February 9, and March 9.   A budget hearing will also be held on Thursday, May 4th, at 6:30 in the High School Multi-purpose room.   We welcome you to come and learn more.  

The information below shows the percentage of Foundation Aid increase and the District’s planned use of funds.

Planned use of funds:

Increasing graduation rates and eliminating the achievement gap. 

Retain core teachers, AIS teachers, and special education teachers throughout the district.

Hire a Science, Technology, Engineering, Art, and Math (STEAM) Teacher for RHJ.

Provide a Computer Science teacher at the MS/HS.

Provide supplies for the RHJ STEAM and Computer Science classes.

 

Reducing class size.

The District does not plan to use this aid for reducing class sizes. 

 

Providing support for students who are not meeting, or who are at risk of not meeting, state learning standards in core academic subject areas.

Funds will be used for maintaining staff for academic support district-wide.  

Funds will be used to continue to support intervention and services in  place for students identified who may be at risk.  

 

Addressing student social-emotional health.

Funds will be used to continue to support interventions and services in place for students identified who may be at risk for mental health concerns (School Counselors, Psychologist, Social Worker)

 

Providing adequate resources to English language learners, students with disabilities, and students experiencing homelessness.

Funds will be used to support the current staffing and programs in place.

Retain SRO

Purchase BOCES computers for 1:1 student replacement cycle

Decrease appropriated fund balance
